Job Summary
Housing & Relocation Services office focuses on the University's strategic recruitment and retention priorities for its faculty and staff. The office is a centre of expertise in the facilitation of extraordinary housing, relocation, immigration, analytical and other support services, and programming related to the attraction and retention of faculty and staff. Housing and Relocation Services (HRS) offers a cohesive, integrated, and high-touch concierge service which includes multifaceted workforce housing support and loan programs, immigration support programs, dual career and spousal placement, Provost s Priority Childcare Placement Program, plus enhancement and infill of missing services to fill critical gaps.
The Manager, Immigration and Relocation is responsible for advancing the University's goals regarding the recruitment, retention, and well-being of international faculty and staff at UBC Vancouver by managing the Relocation and Immigration portfolio within the Housing and Relocation Services unit.
The incumbent is responsible for providing leadership in developing innovative, responsive, and professional services that support international faculty and staff to succeed at UBC s Vancouver campus. The Manager liaises with academic faculty partners, colleagues at UBC Okanagan, AVP, Faculty and Staff portfolio, and colleagues across Canada to ensure a seamless network of support for international faculty and staff.
The Manager serves and provides leadership on wide-ranging strategic planning committees, represents the Housing and Relocation Services unit at several levels, and develops and recommends programs and services as appropriate. The Manager is responsible for hiring and training of direct reports, student staff and/or student volunteers related to programs and events. Teamwork and collaboration are essential. The Manager is responsible to foster a welcoming, vibrant, and supportive environment so that international faculty and staff may be fully engaged members of the University community.
Organizational Status
The Manager, Immigration and Relocation reports to the Director, Housing & Relocation Services and works closely with a team of managers and staff. The Manager is an integral member of the Housing and Relocation Services leadership team and plays a key role in enhancing and supporting the relocation and immigration experience for international faculty and staff.
Work Performed
Leadership and Management responsibilities:
- Provides strategic oversight for relocation and immigration centered policies and procedures that guide the efficient and effective operation of the Housing and Relocation Services Office. In addition, reviews and determines the effectiveness of policies, procedures and programs in relation to vision and mission of the Vancouver and Okanagan campus. Has an understanding of HR policies and how to implement policies in an efficient and effective manner.
- Leads innovative, comprehensive, integrated and intentional programming for new faculty and staff that evolves with immigration and relocation trends over time. Considers gaps in services and programs and aims to close those gaps through program and service improvement.
- Provides HR leadership to HRS by making linkages between the operational requirements of the department and the university wide strategies.
- Develops and implements comprehensive strategies for increasing faculty and staff services and delivering targeted programming to meet the needs of new international faculty and staff.
- Leads the development of new technologies which enhance the immigration and relocation experience for new faculty and staff, and works across campus to ensure broad stakeholder engagement in new business processes associated with enhanced technology.
- Participates in and Leads cross-functional Project Teams.
- Leads assessment and evaluation efforts to ensure quality programming and constant improvement of the unit's legal immigration services and relocation offerings.
- Operates in an advisory capacity to the Director, Housing & Relocation Services, in an effort to align and improve efficiencies across the immigration and relocation portfolios.
- Works closely with other leaders and managers in departments in a cross functional capacity, either on a project team or as part of working groups, or advisory committees.
Assessment and Improvement:
- Developing and evaluating ever changing educational and customer service standards of the Relocation and Immigration Advising teams to ensure best practices. Identifies Benchmarks across other University leaders to improve services and programs for new faculty and staff.
- Leads assessment and improvement initiatives, including establishing faculty immigration and relocation outcomes, data collection, data analysis, unit reporting, and making recommendations for improvement.
- Explores current models and best practices related to the development and implementation of immigration and relocation services in higher education. Consults with members of the university and other institutions, groups and organizations, provincially, nationally and internationally to identify service needs, service solutions, and suitable allocation of resources.
- Provides leadership and strategic governance for the relocation and immigration units. The Manager is ultimately responsible to ensure staff set and meet annual priorities and strategic goals of the office. This position plays a lead role in strategic planning alongside colleagues in both the Housing and Relocation Services team, and Faculty Relations portfolio.
Faculty and Staff Advising, Support and Success:
- Provides leadership, coaching and facilitation to a small and dynamic team of professionals to achieve professional and departmental goals and develop strategies and programs to support the VPHR vision and mission to attract, recruit and retain top talent across the Vancouver campus.
- Provides leadership and individual supervision to a team of professional staff, and volunteers. This includes regular supervision, performance evaluation, individual goal setting, and ongoing team and individual development opportunities. The Manager is responsible for hiring, training, and discipline and must be knowledgeable of all policies and procedures involved in hiring and managing staff.
- Advising international faculty and staff on an individual and group basis, identifying issues that impact their immigration and relocation experience. Guiding faculty and staff in determining a resolution or course of action and mediate on their behalf when necessary. Providing accurate, timely, and sensitive assistance related to immigration, work life, relocation, cultural adjustment, and related issues.
- Identifies and establishes partnerships and opportunities to collaboratively deliver customized services to faculty and staff across campus.
- Attends internal relocation and immigration-related committees.
- Provides input to unit's budget and planning exercises; Responsible for the events budget of the relocation and immigration unit. This includes both dynamic and static funds with a requirement to manage routine expenditures as well as large events. The Senior Manager is required to monitor and report on expenditures to the Director, Housing & Relocation Services.
- Must be familiar with and frequently engage with university policies, processes, procedures and guidelines.
- Fulfills obligations to the ICCRC and remains in good standing as a Regulated Canadian Immigration Consultant (RCIC).
- Maintain appointment as Commissioner for Taking Affidavits to administer affidavits and statutory declarations pursuant to the requirements of the Immigration and Refugee Protection Act and its Regulations for the University of British Columbia.
- Performing other duties consistent with the mandate of Housing and Relocation Services unit and immigration and relocation portfolio as required.
Consequence of Error/Judgement
This is a leadership position within Housing and Relocation Services assisting the University in achieving its commitment to international faculty and staff retention and global citizenship. Failure to meet the expectations of the job may create severe hardship for prospective and current faculty and staff and can negatively impact the fiscal, legal and operational position of the institution. Errors and omissions and negligence can result in the permanent loss of RCIC license, imprisonment, fines, civil action (directed at both the RCIC and UBC), and other disciplinary actions by the regulatory body. Such errors can cause irreparable damage for faculty, staff and their families in terms of their ability to enter or remain in Canada and/or UBC. Providing incomplete or inaccurate information to faculty and staff can have a devastating impact on UBC s ability to recruit and retain faculty and staff and severely damage UBC s international reputation.
Supervision Received
Working under the direction of the Director, Housing & Relocation Services, the incumbent acts independently and exercises considerable judgment and innovation in working with faculty and staff.
Supervision Given
Provides leadership to, and management of, a Senior Immigration Advisor, Immigration advisor, and Relocation Services Coordinator. Responsible for the recruitment, training, supervision, evaluating and termination of staff if necessary.
Minimum Qualifications
University degree in a relevant discipline. Minimum of seven to eight years of related experience including at least three years of experience in area of specialization, or the equivalent combination of education and experience
Preferred Qualifications
Seven (7) to eight (8) years of related experience including at least three (3) years of experience in area of specialization, or the equivalent combination of education and experience.
Demonstrated management leadership experience.
Must be a member in good standing of the Immigration Consultants of Canada Regulatory Council (ICCRC) as a Regulated Canadian Immigration Consultant (RCIC).
Thorough knowledge of Canadian immigration legislation, policies and regulations related to international faculty, staff and their dependents.
Experience at a post-secondary institution is preferred.
Experience working directly with international faculty and staff at the post-secondary level.
Overseas work/study experience preferred.
Experience in program assessment and evaluation.
Knowledge of theories of cross-cultural understanding, communication and ability to put theory into practice.
Expertise in designing and delivering educational workshops.
Excellent interpersonal skills, cross-cultural sensitivity and intercultural communication skills.
Excellent computer skills and online research skills.
Excellent oral and written communication skills.
Ability to work effectively in teams and to develop effective working relationships with faculty, staff and community members.
Ability to manage the complexity inherent within a multi-faceted work environment focused on broad outcomes for faculty and staff.
Occasional evening and weekend work will be required.
